It's been my experience that the term Big Beautiful Women, usually, refer to the body type....,not the breast size.
Although, an impressive pair of beautiful large breast- which this woman, obviously, has..-would, no doubt, add to the appeal of a true BBW.
In my opinion, I would title this photo Big-Breasted Beautiful Woman (BBBW).
